Flachbarth Ernő Research Group

Introduction

The Research Group has been established at the Pázmány Péter Catholic University Faculty of Law and Political Science in 2004. It is not a registered legal entity, it is not a formalized institute, it does not have permanent membership. Its members are primarily bachelor and doctoral students who study at the Faculty. It is our great pleasure to greet the Hungarians living abroad and the Hungarian students of ethnic origin among our members. Our supreme goal is to pass on the heritage of Ernő Flachbarth (1896-1955), to promote and support researches on minority law and to help students of ethnic origin. The Working Group is named after a professor of international law, who worked for the League of Nations in the field of minority rights, and later led the Department of International Law at the University of Pécs.

Every semester we work on different areas of minority and language protection within the framework of either a Hungarian language or an English language course. This latter one titled: “Linguitic Rights - Law of Coexisting Languages”  The outcomes  as well as individual researches and publications are published on this blog regularly.

Statements and outcomes of the Fall Semester of 2020
Here below we highlight two aspects that arose during the discussions:
(1) Globalization and (2) the source of language protection that can be top-down or bottom-up.

Main research areas:

1. Public Law, Ethnic Law in Hungary and in Central Europe
1.1. Language rights
1.2. Autonomy
1.3.Parliamentary representation
1.4.Protection of fundamental rights (see freedom of speech, freedom of the press etc.)
1.5. Institutions of public administration, government, local government
1.6. Special (atypical) institutions of public administration
1.7.International law (international treaties, institutions, trends)
2. Private Law
3. Philosophy of Law
We would like to broaden our research areas as much as possible. We strive to offer help to any paper with a minority subject regardless of which department it belongs to, for bachelor, master and doctoral students alike.

Permanent research possibilities

We have been conducting researches on autonomy since 2011.You can read more here
Working within the research institute students are expected to write scientific papers that may also be published as theses. We offer help with personal contacts, with access to scientific literature etc. We encourage researchers to take a field trip and visit offices and institutions where they can make interviews too, by this way learning to master the practical skills.
Anybody can join 'Flachbarth' regardless of department and consultant, if his or her research is related to the minorities.
The best papers may even run on competitions organized by the Scientific Students’ Associations and since 2005 they may appear in the journal „Flachbarth Füzetek” that is published on this blog as well.
